FY2010 US AIDS Budget Planned Less to Country Programs, Treatment

Washington, DC—Health GAP today expressed deep concern over the 2010 Country Operational Plans (COP) released by the Office of the Global AIDS Coordinator. A preliminary analysis shows that in the fiscal year just completed in-country programs for most countries saw budgets decrease--especially treatment budgets, which decreased significantly in many countries. Globally, the COPs show that less money was planned in 2010 compared with 2009 for most budget categories directly related to programs, with the largest decreases to the “Adult Treatment” and “Anti-Retroviral Drugs” budgets. An important increase occurred in the prevention of mother to child transmission budget.

Highlights from a preliminary analysis show that when both country-level and headquarter-level approved programs are tallied, 2010 levels show:
• $62 million less for adult treatment and $5 million less for pediatric treatment
• $70 million less in the anti-retroviral drug budget—a 14% reduction
• $6 million less for male circumcision—an 11% reduction


Examining 13 countries with significant burdens shows that:
• 10 of 13 had less money planned in 2010 than 2009 for AIDS treatment.
• Some especially hard hit countries like Swaziland, Lesotho, and Zambia saw large decreases.

“This report suggests that the administration is not only essentially flat-lining the response to AIDS overall but decreasing investments in essential program areas for the first time since PEPFAR was funded,” said Matthew Kavanagh, Director of U.S. Advocacy for Health GAP. “It is essential that PEPFAR become more efficient and save more lives with each dollar—and we applaud efforts to do so. But currently 64% of people in immediate need of AIDS treatment are still waiting for medicines—now is not time to pull back the dollars needed to keep people alive and prevent new infections.”
